David Crowley knows better. He's seen the power of effective government programs -- and he has a track record of getting the job done.

While some Democrats build resumes in courtrooms or conference rooms, David has governed where it’s hardest: in communities squeezed by broken budgets, strained services, and underinvestment from the halls of power. His record is a blueprint for how Democrats must lead: with an urgent focus on real outcomes that rebuild public trust and make all of our lives better.

Born and raised in Milwaukee’s 53206 zip code — one of the most incarcerated, under-resourced communities in the country — David’s early life was marked by economic hardship, family struggles, and a community abandoned by the systems meant to support it. He grew up in a home where lights, heat, and running water weren’t always guaranteed. By high school, he’d experienced three evictions. His parents battled mental health issues and addiction. His future could have followed a path too familiar for kids from his neighborhood.

But then came a lifeline: Urban Underground, an AmeriCorps-supported community organizing program that introduced David to public service and the power of collective action. David found his voice as an organizer, discovering his purpose and a belief that change was possible — not someday, but now. 

That experience propelled David into service. He worked for nonprofits helping people find secure housing, good jobs, and second chances. He joined Public Allies as an organizer, then he jumped into politics and worked for Russ Feingold’s campaign.

In 2016, at just 30 years old, he was elected to the Wisconsin State Assembly, becoming Chair of the Wisconsin Legislative Black Caucus and the Milwaukee Delegation as a freshman legislator.

In the Capitol, David hit the ground running — and got things done:

  • He co-authored legislation to close Lincoln Hills and Copper Lake, Wisconsin’s scandal-plagued youth prisons, replacing them with smaller, trauma-informed facilities closer to home.

  • He supported efforts to protect renters and homeowners from predatory practices, and pushed legislation to modernize criminal justice policy.

  • He co-sponsored Assembly Joint Resolution 10 (2017), which declared that abortion is health care — taking a stand for reproductive freedom years before the Dobbs decision. His leadership came at a time when few in the legislature were willing to step up — and he will never back down.

In 2020, amid a global pandemic, David made history — becoming the youngest and first Black County Executive elected in Milwaukee County history. As the world was shut down, he took the oath of office in his front yard, surrounded by his wife Ericka and their three daughters, with his community watching.

Again, he got to work. From day one, he led with vision and urgency. As Milwaukee County Executive, Crowley has:

  • Balanced the Books and Delivered Relief:
    Reformed pensions, balanced budgets, and delivered the largest property tax cut in County history — while securing bipartisan revenue reform that’s now helping communities statewide.

  • Reinvested in Public Safety:
    Directed opioid settlement funds into treatment and prevention, launched the Vision Zero traffic safety plan, and strengthened EMS, police, and fire services with new local funding tools.

  • Created Jobs and Revitalized Local Economies:
    Helped generate over 40,000 new jobs, launched the Building Bridges program to support small businesses in all 18 County municipalities, and brought in transformative state and federal infrastructure funding.

  • Cut Carbon Emissions Nearly in Half:
    Delivered a 48% reduction in County carbon emissions by 2023 — ahead of schedule — through green transit, infrastructure upgrades, and smart sustainability investments.

  • Modernized Public Health and Expanded Care:
    Secured over $100 million in health funding, expanded access to care and safer housing, and introduced life-saving EMS innovations like in-field whole blood transfusions — making Milwaukee County a statewide model for smart, responsive public health.

It was Democratic policies that gave him a shot, and because every Wisconsinite deserves the same chance at success. The same forces trying to dismantle public schools, criminalize abortion, and defund local services want to take full control of Wisconsin. David knows how to stop them — not with slogans, but with results people can see and feel.

But he’s also a coalition builder. He’s proven that bipartisanship is possible in Milwaukee County and in the Capitol— if your values are clear and your purpose is strong.

David’s proudest role is being a husband and a father. He and his wife Ericka are raising three daughters in Milwaukee — grounding him in the everyday hopes, challenges, and decisions facing working families across the state. His lived experience isn’t just a story — it’s the lens he brings to every policy, every budget, every fight for progress.

David isn’t running to preserve the status quo—he’s running to transform it.
