While some Democrats build resumes in courtrooms or conference rooms, David has governed where it’s hardest: in communities squeezed by broken budgets, strained services, and underinvestment from the halls of power. His record is a blueprint for how Democrats must lead: with an urgent focus on real outcomes that rebuild public trust and make all of our lives better.

About

Government should help create jobs—not just write checks. Under Crowley’s leadership, public dollars will multiply opportunity. Investments in housing, health care, and climate resilience come with clear expectations and deliver results families can see and feel. That means homes people can afford, care that’s easy to access, and family-supporting jobs.

Public Investments That Deliver

Crowley will protect voting rights, push for nonpartisan redistricting at every level, and strengthen the systems that ensure every voice is heard—because democracy only works when it works for all of us.

These are not slogans. They’re a blueprint. David’s campaign is about delivering real, measurable improvements in people’s lives—jobs, homes, care, education, and trust in the institutions that serve us.

Because the people closest to the pain should be closest to the power. Under David Crowley’s leadership, they will be.

A Democracy That Includes Everyone

Through smart revenue reform, Crowley will ensure local governments have the tools and funding to serve their residents—while lowering property taxes and re-empowering local decision-making. That means giving communities the resources to invest in what matters most: well-trained police and fire departments, reliable public works, responsive local services, and the ability to shape their own future without interference from Madison.

As County Executive, Crowley successfully secured new state revenue tools for local governments, fought to restore local control, and delivered balanced budgets that protect public safety and expand services. As Governor, he’ll finish the job — because no one knows what a community needs better than the people who live and lead there.

Empowered Local Leadership

Crowley supports policies and programs that ensure children and adults with disabilities can access the services and supports they need to live full, independent lives. He’ll champion investments in home- and community-based services and strengthen the direct care workforce through better wages and benefits.

Services for People with Disabilities

OPPORTUNITY: Repeal Act 10 and restore full collective bargaining rights for public sector workers — because Scott Walker's attack on Wisconsin's labor movement was wrong then and its damage is still being felt today.

Stand firmly with unions — public and private — because when workers have power at the table, everyone does better.

Protect workers' right to organize, bargain, and strike without fear of retaliation.

Repeal Act 10 and restore workers’ rights

Crowley will grow an economy rooted in local ownership and union labor. He’ll take his Building Bridges Program statewide—revitalizing storefronts, activating commercial corridors, and creating jobs block by block. Every infrastructure dollar will put local people to work in good-paying jobs, backed by strong labor standards.

Jobs and Wages That Build Futures

Crowley believes every family deserves access to safe, affordable, high-quality child care. As Governor, he will champion long-term investments that stabilize providers, expand early childhood programs, and ensure working parents never have to choose between earning a paycheck and caring for their children.

Crowley will build a modern child care system that includes paid family leave, direct support for providers (like Child Care Counts), and a 7% cap on out of pocket child care costs for all families (saving the median Wisconsin family nearly $26,000/yr.)

Accessible Childcare for Wisconsin Families

Crowley will expand mobile outreach, addiction treatment access, and EMS innovations across the state—because everyone deserves care that shows up when and where it’s needed. His plan puts people first, removing barriers and delivering results.

As Governor, Crowley will modernize and expand apprenticeship and technical training programs—connecting young people and career-changers to opportunities in the trades, health care, green energy, and beyond. These aren’t just training programs; they’re pipelines to economic stability and lifelong opportunity so the next generation can make a good living without having to get an expensive four year degree.

Expanding the Middle Class

Crowley will make Wisconsin the best place in the Midwest to start and grow a small business—whether you're opening a bakery in Beloit, running a barbershop in Wausau, or launching a biotech startup in Eau Claire. He’ll streamline permitting across state agencies, cut red tape for local entrepreneurs, and expand access to affordable capital so more Wisconsinites can turn ideas into income.

Crowley will make it easier for small business owners to get the advice, financing, and support they need to grow—and back community-based lenders that know how to reach the entrepreneurs big banks ignore.

Additionally, he’ll use state incentives to prioritize storefront growth in commercial corridors, not just corporate subsidies. Because building an economy that works everywhere means making sure small businesses can thrive anywhere.

Entrepreneurship That Works Everywhere

Climate action is economic investment. Crowley will invest in solar power, energy retrofits, and clean infrastructure that creates thousands of union jobs across Wisconsin. He’s already cut emissions nearly 50% in Milwaukee County—now he’s ready to take that impact statewide.

Climate Action That Creates Jobs

Crowley will finally close Wisconsin’s broadband gap, repair roads, and expand transit where it’s needed — so that every community can connect to jobs, school, health care, and each other.

That means strengthening regional connections between rural communities and economic centers, expanding transit where people need it, and building a modern transportation system that works for seniors, workers, and families.

As County Executive, Crowley has already expanded bus routes, championed new transit corridors, and fought for federal infrastructure dollars to keep Wisconsin moving. As Governor, he’ll take that fight statewide — because no one should lose out on opportunity because of where they live or how they get around.

Connected Communities

OPPORTUNITY: Raise Wisconsin's minimum wage immediately to $15 an hour and raise it to $20 an hour by 2030.

Establish clear protections so large employers can't restructure, reclassify, or reduce hours to avoid the wage floor. Workers come first.

Raise the minimum wage — at least $15

Crowley will build and preserve affordable housing in rural, urban, and suburban communities across the state. He’ll cut barriers that slow new housing, while making sure the homes we build are energy-efficient, resilient, and within reach for working families.

Affordable, Safe Housing Across Wisconsin

Crowley’s plan includes universal early childhood education, new investments in public schools, and closing the special education reimbursement gap. He’ll ensure that every child has a launchpad to success—whether through college, technical school, apprenticeships, or direct-to-career pathways.
